James Donnelly was sworn in as the Chief of Police for Central Bucks Regional Police Department in December 2013 following a 15+ year career as Chief of Police for Doylestown Borough Police Department.

In his 25+ years in Philadelphia, Chief Donnelly rose through the ranks to the position of Inspector/ Commanding Officer of the East Police Division.  He also served as Commanding Officer of the Stakeout Unit, the Research and Strategic Planning Division, and the Tactical Division.  He was the recipient of numerous city, state, and departmental commendations.

In his tenure as Police Chief of Doylestown Borough, he created the Borough's first Traffic Safety Unit, initiated the Borough's first Foot and Bicycle Patrol and was a driving force in the creation of the Central Buck's first S.R.T. (Special Response Team).  Chief Donnelly is also credited with the creation of the M.I.R.T. (Major Incident Response Team).  CBRPD oversees the use and operation of Bucks County's only BearCat used in SWAT and MIRT incidents.

Leadership Philosophy

We, as Officers of the CBRPD, will lead this Department toward a high state of operational readiness and proficiency.  We will become technically and tactically sound.  We will develop a sense of responsibility among subordinates.  Set the example.  Ensure that all assigned tasks are understood, supervised and accomplished.  We will make sound and timely decisions concerning operational and training issues.  This philosophy will be perpetuated through the following leadership traits:
